The following message was sent to members of the Barnard community on July 8, 2020:
Dear F-1 Students and Other Concerned Members of the Barnard Community,
We write to follow up on the email you received yesterday from Dean Garay and Associate Provost DiMauro to express our support for you and to assure you that we are committed to your continued success at Barnard.
We are deeply concerned by ICE’s new guidance for international students on F-1 visas. These restrictions on online learning during a continuing public health crisis, along with those recently put in place for non-immigrant work visas such as the H1-B, run counter to the College’s core mission of providing the highest-quality education across the arts and sciences to promising and high-achieving young women. The diversity of experiences and worldviews represented on our campus is a fundamental tenet of our academic excellence, and we know that this simply wouldn’t exist without international students and faculty. Barnard stands steadfastly in opposition to this new immigration guidance and we are taking action in pressing government leaders for change.
Please know that Barnard is fully committed to supporting you as we navigate this new challenge and the difficulties and uncertainties it provokes. As I wrote to the Barnard community yesterday, our classes will be offered online to facilitate remote learning. However, many classes will also offer simultaneous in-person instruction. We, along with the Barnard faculty, are committed to ensuring that you get the in-person class time that is required should you choose to study in the U.S. during the coming academic year.
As individuals and as an institution, we echo Associate Provost DiMauro and Dean Garay’s pledge to support you every step of the way, advising and guiding you individually to determine the best way forward in supporting your academic hopes and aspirations.

Subject: Fwd: Message for F-1 students concerning newly issued immigration guidance for Fall 2020
Dear Students,
We hope that each of you is well and keeping safe and healthy at this time. We are writing to share how recently issued immigration guidance will impact Barnard international students on an F-1 visa this academic year.
While all courses will be available for remote access, many courses will be offered with an in-person option as well. Barnard international students on an F-1 visa and in the US at the start of the school year should plan to enroll in a minimum of one (1) in-person course and complete a minimum of 12-credits in order to comply with newly issued guidance and maintain their F-1 visa status. Faculty advisors and Deans will work closely with all international students on campus to ensure that they meet this new minimum in-person class requirement, and rest assured that we will be here to help.
We understand that not all Barnard international students may be able to return to the US for the Fall semester. Barnard international students that need to or choose to remain overseas should plan to enroll for 12-credits in the Fall remotely to ensure sufficient academic progress. Additionally, we are working to provide a connection with other Barnard and Columbia international students through the Columbia Global Center network and other possible “pop-up” locations. We will provide more information on programming once it is finalized.
It is important to note that Barnard international students unable to return to the US for the Fall semester will need a new Form I-20 to regain their F-1 visa status and enter the US for the Spring semester. This process consists of submitting a copy of the passport and documentation demonstrating the financial resources to live and study in the US. Students that fall into this category may also need to apply for a new F-1 visa, and must reach out to their local US consulate when planning to enter/return to the US, to confirm this information.
Regarding Curricular Practical Training (CPT) and Optional Practical Training (OPT) benefits, students who are not in active F-1 status for a period of more than 5-months are not automatically eligible for CPT and OPT benefits upon returning. Students must be enrolled for two (2) consecutive semesters upon returning to regain eligibility for these benefits.
If you are still considering CPT or OPT, you may want to consider off-campus housing options that might allow you to attend Barnard as a commuter student during the Fall 2020 semester in order to maintain your F-1 visa status. Additionally, you may want to apply for a housing exception for the Fall 2020 term. Please note that we cannot guarantee on-campus housing for all students during the Fall semester, but the housing exception process does take into consideration students with extenuating circumstances.

Estamos profundamente preocupados por la nueva orientación de ICE para estudiantes internacionales con visas F-1. Aunque todos los cursos estarán disponibles para acceso remoto, muchos cursos también se ofrecerán con una opción de clase en persona. Con respecto a los beneficios de Capacitación Práctica Curricular (CPT) y Capacitación Práctica Opcional (OPT), los estudiantes que no estén en estado F-1 activo por un periodo de más de 5 meses no son automáticamente elegibles para los beneficios de CPT y OPT al regresar. Los estudiantes deben estar inscritos por dos semestres consecutivos al regresar para recuperar la elegibilidad para estos beneficios.
Si todavía está considerando CPT u OPT, es posible que desee considerar opciones de alojamiento fuera del campus que le permite asistir a clase como estudiante de cercanía durante el semestre de otoño de 2020 para mantener su visa F-1. Adicionalmente, es posible que desee solicitar una excepción de vivienda para el semestre de otoño.
