Governing Board at Barnard (GBB)

Welcome to the Governing Board at Barnard!

Purpose:
The Governing Board at Barnard (GBB) is responsible for representing, advocating for, and recognizing all student organizations on campus. Dedicated to serving and representing the interests of all recognized groups, GBB strives to enhance the mission of Barnard College by supporting student organizations that foster and enrich our community through coordinating allocations from councils, providing financial resources to groups, and facilitating the creation and maintenance of spaces in our community for underrepresented and marginalized social groups. GBB also collaborates with the Student Experience & Engagement (SEE) office as well as other governing boards of Columbia University to maximize campus opportunities and events for the greater student body.

Mission Statement:
The Governing Board at Barnard upholds the values of Barnard College by promoting the personal and intellectual development of students as leaders. We hold GBB clubs and their members to the high expectations of Barnard College: rigorous standards, self-awareness, holistic learning, and social accountability. Reflective of the Barnard mission statement, GBB believes that participation and leadership in student clubs will empower students "to achieve the personal strength that will enable them to meet the challenges they will encounter throughout their lives." We strive to provide a strong sense of community and dedication to student life on Barnard's campus.

*Dually Recognized Clubs

Club Finances and Resources

Please send an email to gbbfinance@gmail.com for any finance-related questions.

Monthly Budget Forms
Every GBB-recognized club that holds financial accounts at Barnard are required to update monthly reconciliation forms each month. The individual spreadsheets are to be updated by the first of each month and all receipts should be submitted to Dawnett Ferguson by the seventh of each month (for spending from the previous month), regardless if clubs have spent no money for that month. Clubs who do not update the spreadsheet and submit receipts by the deadline will have their accounts frozen until everything is completed. If you have questions regarding your individual spreadsheets, please contact gbbfinance@gmail.com

Spending Allocation Money
There are three ways for clubs to spend allocation money:

1. PETTY CASH
In case of an emergency only, Petty Cash of up to $50 can be obtained; see Dawnett Ferguson in the Student Experience & Engagement (SEE) Office,  301 Diana.

2. STUDENT EXPERIENCE & ENGAGEMENT CREDIT CARD
Clubs can obtain the SEE's Credit Card to make purchases.  Note that the credit card can only be used in the SEE Office, so all purchases must be online or over the phone.  Clubs should take into account shipping cost and time if they wish to use the card.  The card can be obtained from Dawnett Ferguson in the SEE Office

3. REIMBURSEMENT
Students can spend money out of pocket and submit receipts to Dawnett Ferguson for reimbursement.  You will be reimbursed through the receipt of a check a few weeks after the request.  Note that you must give all your receipts to Dawnett Ferguson.  If you do not have your receipts you will not be reimbursed. Also, note that sales tax outside of New York State cannot be reimbursed. Please email gbb@barnard.edu with any questions or for further information.

GBB Budget Guidelines
The budget guidelines are intended to encourage the best possible use of GBB funds to promote GBB's mission of enhancing Barnard’s community, by providing needed spaces to nurture particular aspects of the community, by promoting efforts to reach out to those who may be enriched by engagement with these aspects, and by bringing together the community as a whole. Specifically, the guidelines are intended to promote fundraising and collaboration and to discourage excessive internal "gifts." If at any time a particular guideline becomes a hindrance to a club's efforts to pursue our shared mission, please consult the Vice Chair or Finance Chair. All guidelines are negotiable and feedback is invaluable and appreciated. These guidelines only impact the use of GBB-supervised funds, which are governed by the Barnard Controller.

Additional Funding Opportunities

Funding Opportunities

There are many ways obtain additional funding beyond your initial allocation. Please contact Polina Zakharov, GBB Finance Chair, at gbbfinance@gmail.com with any questions.

From GBB:
GBB Co-Sponsorship

For recurring or new events/programs, apply to the GBB Co-Sponsorship Fund! In order to apply, your group must be a club in good standing with GBB. The group must submit this form and the sponsorship will be voted upon by the GBB board for approval.

Other Funding Opportunities:
Joint Council Co-Sponsorships Committee (JCCC)
If you are seeking funding for a new event, an emergency, or travel you may apply to JCCC. Fill out this application.

The JCCC is comprised of the four undergraduate student council Vice Presidents of Finance and their respective committees. The JCCC convenes on a weekly basis every Sunday from 4-6 pm. Applications submitted Friday evening by 11:59 pm will be considered that same Sunday. A representative from the group is expected to present the application for roughly 10 minutes and will be followed by questions from the JCCC for another 5 minutes. The guidelines and policies for funding are published below:

President's and Provost Student Initiative Fund

If you are seeking financial support for events which benefit the University community through collaboration and creative programming on campus, apply to P&P. The application is open to Columbia recognized groups only. You can find the application here: http://uem.columbia.edu/student/pp-fund. Applications for the spring semester close Friday, February 19th at 5 pm. The P&P fund is semesterly and applications are reviewed by the four undergraduate student council Vice Presidents of Finance and their respective committees.

Community Activity Co-Sponsorship

Student Experience & Engagement (SEE) new online Community Activity Co-Sponsorship Application can be found on the right hand corner of their website. Each semester SEE sets aside a portion of financial resources to assist student organizations who wish to sponsor events and programs that fall outside of their budget allocation. To receive consideration, the application must meet the following requirements:

  • Student club/organization must be recognized and in good standing its governing board in order to apply.
  • Program, event, or activity should be open to Barnard students and focus on community building.
  • Program, event, or activity must take place on Barnard's campus.
  • Strong preference will be given to applications which highlight collaborative efforts and/or new initiatives.
  • Co-sponsorship application must be received at least two weeks in advance of the event.

For even more funding opportunities, check out this website.

Frequently Asked Questions

What is the Governing Board at Barnard?
The Governing Board at Barnard (GBB) is dedicated to representing, advocating for, and recognizing clubs at Barnard College. GBB supports clubs’ efforts to promote student activity and learning outside of the classroom. We collaborate with the other members of the Student Leadership Collective (SGA and McAC), the Barnard administration, and other governing boards of Columbia University to maximize campus opportunities and events for the greater student body. GBB recognizes groups with members from all undergraduate schools at Columbia University and enriches communities at Barnard and Columbia by providing resources to connect students through clubs, organizations, and events.

Our mission is to uphold the values of Barnard College by promoting the personal and intellectual development of students as leaders. We hold GBB clubs and their members to the high expectations of Barnard College: rigorous standards, self-awareness, holistic learning, and social accountability. Reflective of the Barnard mission statement, GBB believes that participation and leadership in student clubs will empower students “to achieve the personal strength that will enable them to meet the challenges they will encounter throughout their lives.” We strive to provide a strong sense of community and dedication to student life on Barnard's campus.

How do I become a GBB club?
Look at the Become a GBB Club page for applications and Club Procedures and Guidelines. Newly recognized groups are considered to be in the Stage 1 category.

Groups in Stage 1 may:

1. Reserve space on Barnard and Columbia's campus

2. Have an advisor from Barnard's Student Experience & Engagement (SEE)

3.  Have an account in which they may deposit funds raised

4.  Hang fliers on Barnard’s campus, in accordance with the Barnard College Posting Policy

5.  Hang fliers on Columbia’s campus, in accordance with the Columbia University Posting Policy

After a minimum of one full semester of Stage 1 recognition, a club can apply for Stage 2 recognition through GBB, whose executive members will vote on whether clubs will proceed to Stage 2 recognition

Groups in Stage 2 may:

1.  Reserve space on Barnard and Columbia’s campus

2.  Have an advisor from Barnard Student Experience & Engagement (SEE)

3.  Have an account in which they may deposit funds raised

4.  Hang fliers on Barnard’s and Columbia’s campus

5.  Apply for a GBB allocation via F@CU

6. Stage 2 Application found here

What is necessary to be a club in good standing?
To be a club in good standing, you must:

1.  Submit Monthly Reconciliation Forms

Reconciliation is for your previous month’s expenses. You must fill one out even if you do not use any funds. The monthly reconciliation form is due by the first business day of each month. You can obtain a reconciliation form from our Club Finance and Resources page. The form will also be linked in our newsletters. (You can sign up for the newsletters using this link.) Failure to hand in or email the reconciliation form will result in the freezing of your account. Please submit the Monthly reconciliation forms to gbbfinance@gmail.com

2. Meet with your Student Experience & Engagement (SEE) Advisor at Barnard at least twice per semester!

3. Attend the mandatory GBB Town Hall meetings that occur once per semester. Attendance is taken at these Town Hall Meetings and failure to send a club representative will result in allocation cuts for the next year.

4.   Abide by all Barnard College and Columbia University policies and GBB Club guidelines.

How do I book space on Barnard's campus? Columbia's campus?
Any Barnard or Columbia club recognized by any governing board can book space at Barnard if they attended the Barnard mandatory session at Club ReFUEL in the Fall filled out the approved events management designees form.

What if I missed Club ReFUEL at the beginning of the year? Can I still book space?
If you missed Club ReFUEL in the fall, you will need to attend a ReFUEL Makeup session that GBB will be hosting only once at the beginning of the Spring 2016 semester. Your club will be able to book space for the spring semester if your club attends this makeup session. Email gbb@barnard.edu if you would like to attend a makeup session.

Who should I contact if I am having issues reserving space on either Barnard or Columbia's campus?
Please send an email to spaceres@barnard.edu with questions about Barnard Events Management.

For questions about Columbia University Events Management, please go to http://uem.columbia.edu/

What are sources of funding for my club besides our GBB allocation?
Check our Additional Funding Opportunities page to find cosponsorships that you can apply to! You can also apply for Club of the Month which the next question is about.

What is Club of the Month? How do I apply?
Each month, GBB awards one club that has made a significant impact on the Barnard community with a $100 co-sponsorship. You can apply here!

How can I advertise my club's events through GBB?
Please send an email to the Communications Chair, Simone Broderson at sb4562@barnard.edu with the time, date, and location of your club’s event. Please also send a short blurb for the event that you would like to be posted in the Coming Up on Campus page.

How do I change our group's designees?
The President/Chair of your group must email GBB, Events Management, and see@barnard.edu with the names of the new designee and the old designee they are replacing. Your email should include new designee's name, UNI, title/position, and phone number.

How do I become a dually recognized club?
Due to recent policy changes, GBB no longer honors dual recognition with an already recognized club from any other governing board. Any recognized club, regardless of governing board recognition, may now program on either campuses upon successful completion of both the Barnard and Columbia ReFuel sessions that take place in the Fall and Spring semesters.
